Acquire Like You Fight: DAU MOSA Series

In August of 2023 I was invited to be the guest speaker for the Defense Acquisition University (DAU) “Let’s Be Modular and Open Series” of talks. Here is the video of that webinar (direct link)
Let’s Be Modular and Open Webinar – MOSA Implementation with PEO Aviation | www.dau.edu

Description:  DoD MOSA is an integrated business and technical strategy to achieve competitive and affordable acquisition and sustainment of a new or legacy system or component over the system life cycle. This approach allows the Department to acquire warfighting capabilities, including systems, subsystems, software components, and services, with more flexibility and competition.

PEO Aviation is committed to implementing MOSA as a core part of how they both acquire systems and manage the fleet of systems to meet the MOSA Objectives and better support the warfighter in the future. During this webinar we will explore our drive to Component Specifications, Enterprise Architecture Framework, and Enterprise Product Architecture along with a brief touch on the recent Government Accountability Office (GAO) report regarding Future Vertical Lift Aircraft (FLRAA).

Commentary and Updates

There were some questions that came up during the event that I promised to answer. The original site that was hosting those answers has changed and some of the content was removed, so I have decided to answer those questions on my blog (updates to follow). First of all, the question of how to find the Title 10 legal requirements, which were emailed as a PDF file to the participants – here is the website for the US Code Title 10 requirements for Modular Open Systems Approach (MOSA). Note that the US Code is occasionally reordered by the National Defense Authorization Act (NDAA), so if you have an older (pre 2021) link, then it may say something like [Subchapter Repealed … §2446a. Renumbered §4401].
