Modular Open Systems Approach (MOSA) is an integrated technical and business strategy for managing and sustaining complex systems and fleets of systems by using modular and open principles. Applying MOSA at the enterprise level fosters collaboration across defense Program Managers (PM) along with industry innovators (such at through Consortia) to foster enterprise-wide objectives including speed to fielding with more easily removable, upgradeable, and interoperable components. MOSA is a Title 10 legal requirement on all defense weapon systems.

Contracting for MOSA
One of the myths that exists in the MOSA ecosystem is that contracting for MOSA is hard. This is simply not true! Congress not only gave the mandate to adopt a modular and open systems approach in every weapon system, they also gave the authority to use other transactions for rapid award and prototyping at the component level. Other Transaction Authority (OTA), as codified in 10 U.S.C. § 4022, is a critical tool for the Department of Defense in advancing MOSA initiatives, particularly in the realm of component prototyping. OTA allows for greater flexibility in contracting, enabling rapid innovation and collaboration across industry, academia, and government. In the context of MOSA, OTAs provide a streamlined acquisition pathway for small businesses and non-traditional defense contractors to contribute to the development of modular, open architecture systems. This is especially important in consortia-based approaches, where collaborative frameworks, such as those managed by ATI, enable a diverse set of participants to work together on cutting-edge solutions. By reducing the traditional barriers posed by Federal Acquisition Regulations (FAR), OTA awards allow for faster, more agile responses to the complex and evolving needs of the defense ecosystem.
